INTRODUCTION TO THE FACILITIES MANAGEMENT DEPARTMENT

1. FUNCTIONS AND RESPONSIBILITIES

a. Functions:

  • Advise the Rector on the use of the college’s physical facilities; develop and implement projects under national target programs and equipment investment projects for teaching and learning; handle the planning, infrastructure development, and use of facilities and equipment of the college.
  • Manage land use, procurement activities, and assets and equipment for teaching, scientific research, and learning.

b. Responsibilities:

  • Advise the Board of Rectors on the arrangement, allocation, and relocation of facilities and equipment according to the college’s operational needs.
  • Manage the effective utilization of assets and handle asset losses or damages.
  • Develop plans for upgrading, renovating, and repairing facilities.
  • Propose designs, supervise construction and repair projects, and coordinate supervision of college construction works.
  • Manage land, office buildings, and housing owned by the college.
  • Plan and organize the procurement of equipment, technical supplies, tools, and instruments to support teaching, learning, research, and work activities.
  • Establish and oversee regulations for the use of assets and equipment in all departments; evaluate the quality and usability of equipment to inform purchasing and prevent damage, loss, or waste.
  • Annually collaborate with the Accounting and Finance Department to conduct inventory according to regulations.
  • Cooperate with the Finance – Accounting Department in asset planning, valuation, classification, and disposal procedures in line with government regulations.
  • Develop management plans for unused materials and equipment, and monitor equipment use across departments.
  • Provide guidance for asset inventory and conduct centralized asset checks as required. Collaborate with relevant units to monitor the use of assets, workshops, land, classrooms, and other facilities.
  • Handle all procedures for infrastructure and equipment investment projects (including construction and vocational training development).
  • Develop bidding plans and tender documents for projects where the college is the main investor.
  • Monitor project implementation and organize bidding activities.
  • Collaborate with the Finance – Accounting Department to create budgets for infrastructure investment, repairs, construction, and procurement for both annual and long-term planning (up to 2020).
  • Work with the Technical Team to manage materials, tools, and equipment to ensure timely support for teaching and learning activities.
  • Develop material usage norms for each practical lesson in departments; monitor compliance and propose solutions for reclaiming products and scrap materials. Propose the disposal or reuse of damaged or unused materials to ensure cost-effective resource use.
  • Receive and reclaim tools and consumables; propose asset disposal where needed.
  • Oversee the entire campus, including sanitation, drainage, landscaping, and recreational areas.
  • Collaborate with relevant departments to implement flood prevention, fire safety, and firefighting across the campus.
  • Manage and coordinate the use of work, teaching, and learning equipment and ensure utility services (electricity, water) are maintained for campus operations.
  • Install and set up new equipment.
  • Handle the installation of flags, banners, decorations, and ceremonial setup.
  • Maintain and repair buildings, electrical systems, air-conditioning, telephones, plumbing, restrooms, and equipment at all college facilities.
  • Provide logistics and technical support for events, including arranging sound, lighting, and ventilation systems in halls and outdoor areas.
  • Regularly monitor, repair, or replace damaged equipment to ensure smooth operation across all units.
  • Perform other tasks as assigned by the Rector and relevant Vice Rectors.

The Head (or delegated Deputy Head) of the Facilities Management Department is authorized by the Rector to sign documents within the department’s scope of duties and other official papers as outlined in the school’s “Document Management and Archiving Regulations.” They may also initial draft documents before submission to the Rector for final approval.
