INTRODUCTION TO THE TRAINING DEPARTMENT

1. FUNCTIONS AND RESPONSIBILITIES

a. Function:

The Training Department serves as an advisory and executive unit assisting the Rector in managing vocational training activities across three qualification levels. It is responsible for coordinating domestic training partnerships, developing training objectives and curricula, organizing implementation, supervising teaching and learning, and managing assessment and evaluation processes.

b. Responsibilities:

  • Research and propose development directions for training objectives, levels, fields of study, training scale, and delivery methods at the College.
  • Propose the development of infrastructure and facilities to support teaching and learning activities.
  • Organize the implementation of the Ministry of Labour - Invalids and Social Affairs’ Regulation 14 on examinations, assessments, and graduation recognition, as well as the College’s internal training regulations. Assist the Rector in drafting and issuing training management policies.
  • Guide academic departments in developing training programs and preparing documents for new training occupations.
  • Design and guide the use of templates and management forms in accordance with regulations.
  • Lead the planning and implementation of teaching, learning, and internship programs across the College. Coordinate the academic plans of departments and faculties; provide guidance on the use of learning resources, materials, practice workshops, and teaching equipment.
  • Handle vocational training registration in accordance with regulations.
  • Develop and organize the College’s annual student recruitment plans. Manage affiliated training units.
  • Plan and oversee the implementation of annual teaching and learning activities for all training formats. Monitor and inspect the academic schedule’s execution.
  • Manage and coordinate academic operations, including:

ü  Preparing class timetables and training progress plans.

ü  Working with academic units to monitor and manage final assessments for modules/subjects. Organize graduation exams.

ü  Assigning classrooms for teaching, learning, and other purposes.

ü  Supporting departments in arranging teaching assignments, including visiting lecturers; guiding the development and approval of internships and extracurricular activities.

ü  Monitoring student status: end-of-year results, promotion, suspension, or dropout.

  • Manage and verify teaching workloads; compile, process, and archive academic data; confirm actual teaching hours of lecturers; and coordinate with the Finance - Accounting Office for overtime and visiting lecturer payments.
  • Prepare and provide data and materials related to training activities upon request.
  • Manage and issue graduation diplomas and certificates in accordance with current regulations.
  • Work with the Administration Office to draft Rector’s decisions on establishing training-related councils (e.g., Admissions Council, Graduation Council); draft decisions for student reward/disciplinary councils and coordinate implementation.
  • Coordinate with the Student Affairs Office in organizing graduation ceremonies and diploma distribution.
  • Collaborate with the Academic Inspectorate to monitor and enforce teaching and learning regulations. Oversee and guide class advisor activities.
  • Coordinate with the Facilities and Equipment Department to allocate classrooms.
  • Prepare content and organize academic events such as the Opening Ceremony and Graduation Ceremony.
  • Estimate and propose budgets for student recruitment and graduation activities.
  • Manage classroom and auditorium access, ensuring cleanliness, proper scheduling, and a supportive learning environment.
  • Manage assets in classrooms, lecture halls, and public areas. Ensure clean and safe facilities that support teaching and student activities.
  • Perform other tasks assigned by the Rector or the Vice Rectors.
  • The Head or Deputy Head of the Training Department is authorized to sign, on behalf of the Rector, certain training-related documents such as schedules, transcript confirmations, and others as regulated by the College’s document management policies. They may also initial administrative documents prepared by the department before submission for official approval.
  • Serve as standing members and secretaries for the College Council and other advisory councils related to the department's functions and duties.
